This Toldeo Scale was used in the paper mills in Livermore Falls. The Toledo Scale Company founded, by Henry Theobald in 1901, invented the first scales for weights and measures. The company's inventor, Allen DeVilbiss Jr., was the first factory manager of the company. His invention was used widely in grocery weighing and in 1912 the first Toledo double pendulum scale was introduced.

This unit became an integral part of the paper industry weighing the poundage of the paper. Toledo Scale Company was noted for making a "No Springs, Honest Weight" scale with the importance on accuracy.
