Image Info Governor Percival P. Baxter speaks at the World War Memorial located near the Kittery/Portsmouth inter-state bridge. The dedication took place on November 11, 1924. The woman seated just to the left of Governor Baxter is sculptor Miss. Bashka Paeff. Miss. Paeff designed the bronze statuary for the memorial. The statuary represented "peace emerging from the horrors of war", it was later considered overly pacifist by Governor Ralph Brewster.
