The plan, by the John Calvin Stevens-John Howard Stevens firm of Portland, was for a temporary structure that would be used during construction only. It was to house 145 people in 87 units and cost $181,000.
The power project was not completed. After one year and $7 million, no further funds were allocated and the project was abandoned.
