Baxter (1876-1969) of Portland, was governor from 1921 to 1925. He had served in the Maine House of Representatives and the Maine Senate before being named governor to fill the term of Frederic H. Parkhurst, who had died.
Brewster (1888-1961) of Dexter, served in the Maine House of Representatives in 1917-18 and 1921-22 and in the Maine Senate from 1923-25.
He was governor from 1925-29.
He served in the U.S. House of Representatives from 1935-41 and in the U.S. Senate from 1941-52.
Both men were Republicans.
