After their land claims were recognized as legitimate by the Massachusetts legislature in 1716 through the Committee of Eastern Claims, the Pejepscot Proprietors were legally permitted to survey the purchase and layout individual lots and townships. The company made grants to new settlers and could operate in a nearly autonomous manner until a town government was established.
