Image Info Over the years, Congress Street has changed. The trolley service, operated by Portland Railroad Company, stopped service on Congress Street in July of 1940. This was because the tracks on the street were hazardous to pedestrians and automobiles, and buses began to operate without tracks in the 1930s.
