Image Info Sargent "Billy" Merrill waved a car through Congress Street, just west of Monument Square. Sargent Merrill, popular with the public, was a member of the police force from 1901 to 1928, when he died suddenly of a heart attack. His death made front page news in the Portland Evening Express on December 27th, 1928.

At this location, Sargent Merrill would be facing the new Chapman Building, which opened in 1924 and was, then, the tallest building in Portland with 12 floors. Eventually two floors were added and the name was changed to the Time and Temperature Building.
