During WWI, the U.S. Navy commissioned commercial and private shipyards to build vessels to support the American war effort. The Emergency Fleet Corporation was established by the United States Shipping Board (U.S.S.B) "to build, own, and operate a merchant fleet" for the federal government. The Cumberland Shipyard was one such shipyard that built vessels for the United States Shipping Board.
